Health Enterprise MMIS and Decision Support System(DSS) | ||||

ND Department of Transportation of Legacy Support | ||||
The current legacy Driver License user application is mainframe-based and supported by the 'cumbersome' COBOL & NATURAL programming languages along with their respective DB2 & ADABAS databases. Test Management Services (TMS) is there to support DOM’s effort to manage the implementation of a quality solution and act on behalf of the State in all testing efforts to ensure the quality of the product and to minimize defects. The TMS team is required to perform oversight, direction, and approval capacity to DOM during all phases of testing. | ||||

Hourly Based Information Technology Services (HBITS) | ||||
The Hunger Prevention and Nutrition Assistance Program (HPNAP) contracts with organizations across New York state to provide funds to emergency food relief organizations (EFRO). The program currently funds 46 contractors statewide. These contractors provide food support to more than 2,500 EFROs including food banks, food pantries, soup kitchens and emergency shelters. These organizations provide approximately 219 million nutritious meals annually. | ||||
Currently, HPNAP data is maintained and tracked through a variety of sources, including spreadsheets, documents, SharePoint and ACCESS databases by staff in the Hunger Prevention and Nutrition Assistance Program (HPNAP). The goal is to replace the current HPNAP Data Management System and manual processes with a web-based application that can be used by EFRO contractors and HPNAP staff in an effort to address inefficiencies, eliminate redundant efforts, potential data integrity issues and manual processing in the current system. | ||||

NY FHIS Legacy Rules Extraction | ||||
The goal of the New York State project is to analyze and document current system source code and system documentation in support of the Integrated Eligibility System (IES) Program so that AS-IS system documentation can be reviewed, validated and approved by subject matter experts. The AS-IS system documentation will be used as input into the larger IES Program to develop and implement the Fair Hearings Module which will incorporate current Fair Hearings Information System (FHIS) functionality. | ||||
The FHIS is a transaction-based mainframe system used to process and track administrative hearing requests made by applicants and recipients of social services programs seeking review of local social services district and Office of Temporary and Disability Assistance (OTDA) determinations related to benefits or services, as well as Department of Health (DOH) and Office of Children and Family Services (OCFS) determinations. FHIS is used by both state and local social services district staff and is a legacy mainframe COBOL application with an estimated half million lines of code. | ||||

NY DMV Modernization Data Quality and System Integration | ||||
Our support for data migration completed for initial phase implementation (DMV Modernization Data Quality and System Integration Project) on 2020/2021. We contributed efforts to complete data migration for initial phase which includes development, testing, documentation and support. The project is a multi-phase, multi-year program, which includes an initial phase of system modernization, integration and data migration, as well as the multi-phase RFP implementation on data migration. | ||||

When a major Medicaid fiscal agent client needed to reduce ongoing MMIS operational costs, the company turned to S2Tech whose employees comprised the majority of the account's MMIS Maintenance and Modification Team. Working closely with client technical and administrative staff, S2Tech established a technical process improvement team to analyze the MMIS' claims adjudication functions. By the end of six months, the team was able to reduce the overall CPU hours for many claims adjudication models by an astounding 98 percent, resulting in an overall cost savings ratio of approximately 8 to 1 between the CPU expenses reduced and the additional expenses incurred for the process improvement team.
When S2Tech was asked to develop recommendations for reducing the cost of providing data conversion support on a time and materials basis for a Medicaid systems implementation, the company proposed a solution that could be developed in the context of an aggressive project budget and which would reduce the price of the same services on the next MMIS data conversion project. S2Tech agreed to develop the solution on a fixed price basis, with no budget impact, delivering quality results and meeting every project milestone. When asked to price data conversion services for a subsequent proposal, S2Tech was able to reduce the fixed price for similar services by 30%.
When a major healthcare client needed to reduce its system support staff's frustration with mundane production control functions and demands for late night / weekend on-call responsibilities, S2Tech (who had supported this client account with software development and maintenance services since 2002) was called upon to provide daily system production operations and on-call services. By utilizing both onshore and offshore S2Tech resources, the client has been able to realize significant cost savings, has improved the morale of their technical systems staff, and has reduced risk by ensuring the continued availability of knowledgeable systems expertise for 24 / 7 production operations support.
When a MMIS fiscal agent client needed to make critical upgrades to a state Medicaid Web Portal in a very short period of time, the client turned to S2Tech because of the company's ability to quickly provide both onsite and offshore technical resources. By creating an onsite team of business analysts / technical coordinators and an offshore software development team of more than 20 technicians, S2Tech not only completed major modifications to the majority of the Web Portal's existing panels, but also converted the Portal's base platform. The project was further complicated by the narrow timeframe required for full implementation and by the restricted availability of experienced client resources due to a large number of concurrent systems projects. Because of the close relationship between the client and S2Tech technical teams, the enhanced and re-platformed Web Portal was implemented on time and under budget with no errors or omitted requirements.
Our new implementation contract required a comprehensive business rules extraction of the state's legacy MMIS. We were constrained in terms of resources, time and budget so we asked S2Tech to perform the work on a fixed price basis. S2Tech performed an initial proof of concept which afforded the project team an opportunity to get our hands around the process, scope and deliverables. S2Tech then provided a fixed price to complete the work within tight timeframes. My client was pleased with the initial deliverables and S2Tech went on to complete all project deliverables within the required timeframe. After the project was complete, I learned that there were some areas where the scope was larger than planned, but S2Tech just took care of it. They didn't come to me for more money or more time – they made the adjustments to get the job done on time. I appreciate having a partner that understands my business and has the discipline to deliver reliable solutions while managing my financial risk." A post-project internal peer review found S2Tech's work to be 99.7% accurate and complete.
